Leadership - is "organizing a group of people to achieve a common goal". The leader may or may not have any formal authority. Studies of leadership have produced theories involving traits, situational interaction, function, behavior, power, vision and values, charisma, and intelligence, among others. Somebody whom people follow: somebody who guides or directs others.
The year 1998 proved eventful for the Department of Education. It was on this year, the then Department of Education, Culture and Sports established an office designed to respond to the increasing demand for youth and students participation in school and even out-of- school boundaries in terms of co-curricular activities.
The Student Government Program is both recognition of the need of students of an appropriate venue to develop their leadership potentials, values and skills, and of the importance of the existence of student government organizations or councils in the school level and their contribution in the holistic development of the students. Student government organizations or councils exist in many forms and adopt different organizational set up, constitution and by-laws and training modules.
The realization of the vast potential of the student government in developing youth leaders and instilling democratic principles convinced the Department of Education to initiate significant efforts in consolidating and strengthening the student government program.

In 2004, the Department of Education standardized the Constitution and By-laws including its organizational structures. With the first national leadership training for student government officers held at Teachers Camp Baguio City, the road of the student government program towards producing educated, responsible and genuine servant-leaders of the country was cemented. It was then the beginning of the nation wide implementation of the Standardized Constitution and By-laws of the Supreme Student government.But pursuant to DepEd Order No. 79, s.2009 the Revised Standard Constitution And By-Laws Of The Supreme Student Governments In Secondary Schools was issued for implementation.
Supreme Student Government aims to develop love of God and country, moral characters, personal discipline, leadership and efficiency among its members.
